Recuperacion del servicio de siembra y cosecha de agua del territorio hídrico productivo rio Sandia, provincia Sandia, departamento Puno

Abstract

El presente trabajo de suficiencia profesional consiste en la formulación del proyecto de inversión pública correspondiente a la tipología de siembra y cosecha de agua, denominado “Recuperación del servicio de siembra y cosecha de agua del territorio hídrico productivo Río Sandia, provincia Sandia, departamento Puno”. El ámbito del proyecto presenta un servicio deficiente de siembra y cosecha de agua en el territorio hídrico productivo asociado a los sistemas de andenería de la provincia de Sandia. El diagnóstico evidencia que las áreas que posibilitan los procesos de retención, filtración y almacenamiento de agua se encuentran en estado de deterioro, lo que provoca que las aguas de escorrentía superficial discurran rápidamente sin ser aprovechadas por la población asentada en el territorio. Esta situación incrementa el riesgo de deslizamientos y reduce las áreas con potencial agrícola. Ante ello, se propusieron alternativas de solución orientadas a incrementar las áreas con capacidad de infiltración, almacenamiento y aprovechamiento del recurso hídrico, fortaleciendo el sistema de andenería y su función productiva. Asimismo, se plantea el desarrollo de capacidades técnicas y de gestión para el manejo sostenible de los recursos hídricos y la gestión integral de los espacios hídricos productivos asociados al sistema de andenería. Con la ejecución del presente proyecto, se logrará la recuperación de 1,514.35 hectáreas de andenes, la reforestación de 364.31 hectáreas, y la construcción y/o reforzamiento estructural de 17 reservorios para la cosecha de agua, además de la adecuación de 4 qochas, contribuyendo a la sostenibilidad del territorio hídrico productivo del río Sandia.

This professional sufficiency work consists of the formulation of a public investment project under the “water sowing and harvesting” typology, entitled “Recovery of the Water Sowing and Harvesting Service of the Productive Water Territory of the Sandia River, Sandia Province, Puno Department”. The project area presents a deficient water sowing and harvesting service within the productive water territory associated with the terrace systems of Sandia Province. The diagnostic analysis shows that the areas enabling water retention, infiltration, and storage processes are in a state of deterioration, causing surface runoff to flow rapidly and preventing its use by the population settled in the territory. This situation increases the risk of landslides and reduces potentially arable land. In response, alternative solutions were proposed to increase the areas with infiltration, storage, and water use capacity, strengthening the terrace system and its productive functions. Likewise, the project promotes the development of technical and management capacities for the sustainable use of water resources and the integrated management of productive water spaces associated with the terrace system. Through the implementation of this project, 1,514.35 hectares of terraces will be restored, 364.31 hectares will be reforested, and 17 reservoirs for water harvesting will be constructed and/or structurally reinforced, along with the rehabilitation of 4 qochas, contributing to the sustainability of the Sandia River productive water territory.
