El trabajo analiza la manera cómo la aplicación del Presupuesto por Resultados (PpR) en el sector Agrario y de Riego del Perú, durante el período 2012-2020, ha contribuido a mejorar la organización del presupuesto público, brindando herramientas para la gestión pública y agrupando, de manera más ordenada, las intervenciones de forma para que éstas se orienten al logro de resultados. Este estudio se basa en el análisis de la asignación y ejecución presupuestal, el diseño de intervenciones públicas, la implementación de evaluaciones independientes y la asistencia técnica brindada a los pliegos del sector. La metodología del trabajo incluye una revisión documentaria vinculada al PpR, análisis de presupuestos multianuales y la descripción de experiencias vinculadas al diseño, implementación y evaluación de intervenciones bajo lógica de resultados. Se identificaron siete programas presupuestales que estructuran las intervenciones del sector Agrario y Riego, centradas en sanidad agropecuaria, gestión de recursos hídricos, articulación al mercado y aprovechamiento forestal. Los resultados evidencian que el Sector formuló, en promedio, el 60% de su presupuesto dentro de programas presupuestales y que se evaluaron intervenciones públicas claves del Sector, fortaleciendo el uso de evidencia para la toma de decisiones. Sin embargo, se identificaron desafíos como la baja proporción del gasto corriente bajo programas presupuestales, principalmente vinculada a la contratación de personal. Se concluye que el PpR ha contribuido a la mejora de la calidad del gasto y la rendición de cuentas en el Sector, pero requiere fortalecer sus mecanismos de implementación. Se recomienda continuar y repensar la forma de implementar el enfoque por resultados dentro del Presupuesto Público. Asimismo, se recomienda institucionalizar el uso de evaluaciones, reforzar capacidades técnicas y mejorar la articulación intergubernamental para consolidar un enfoque sostenible y orientado a resultados en la inversión pública.
This study analyzes how the implementation of Results-Based Budgeting (RBB) in Peru’s Agriculture and Irrigation sector during the 2012–2020 period has contributed to improving the organization of the public budget, by providing tools for public management and enabling a more structured grouping of interventions aimed at achieving results. The study is based on the analysis of budget allocation and execution, the design of public interventions, the implementation of independent evaluations, and the technical assistance provided to sector entities. The methodology includes a documentary review related to RBB, an analysis of multiannual budgets, and the description of experiences linked to the design, implementation, and evaluation of interventions under a results-oriented approach. Seven budget programs were identified that structure the sector’s interventions, focused on agricultural health, water resource management, market integration, and forest resource utilization. The results show that, on average, 60% of the sector’s budget was formulated within budget programs and that key public interventions were evaluated, strengthening the use of evidence for decision-making. However, challenges were identified, such as the low proportion of current expenditure under budget programs, mainly related to personnel costs. It is concluded that RBB has contributed to improving the quality of public spending and accountability in the sector, but it requires strengthening its implementation mechanisms. It is recommended to institutionalize the use of evaluations, reinforce technical capacities, and improve intergovernmental coordination to consolidate a sustainable and results-oriented approach to public investment.
