Abstract
En este trabajo se analizan los principales factores limitantes durante el proceso de certificación orgánica con tres grupos de pequeños productores de café ubicados en la región Amazonas, Perú. A través del trabajo de campo, la revisión documental y el acompañamiento técnico, se identificaron barreras de tipo socioeconómico, técnico, económico e institucional que afectaron la sostenibilidad del proceso. Entre los hallazgos más relevantes destacan el bajo nivel educativo de los productores, la debilidad en el manejo de registros, la dependencia de asesores externos, así como las limitaciones en el funcionamiento del Sistema Interno de Control (SIC). Las estructuras organizativas, aunque formalmente constituidas, presentaban baja participación, falta de continuidad operativa y escasa apropiación del sistema. A partir de estos resultados, se proponen recomendaciones orientadas al fortalecimiento técnico, organizativo y formativo de los grupos, así como sugerencias específicas dirigidas al organismo certificador. Se concluye que, para lograr una certificación orgánica sostenible en contextos rurales, es indispensable adoptar un enfoque integral que articule la dimensión normativa con las capacidades reales de los actores involucrados.
This report analyzes the main limiting factors identified during the organic certification process of three small-scale coffee producer groups in the Amazonas region of Peru. Through fieldwork, document review, and technical support, several structural and operational barriers were identified, including low educational levels among producers, poor record keeping practices, strong dependency on external advisors, and weaknesses in the operation of the Internal Control System (ICS). Although organizational structures were formally established, they exhibited low participation, limited continuity, and weak ownership of the certification system. Based on these findings, the report presents recommendations aimed at strengthening technical capacities, organizational governance, and training strategies. Specific suggestions for the certification body are also included. The study concludes that achieving sustainable organic certification in rural contexts requires an integrated approach that bridges regulatory compliance with the real capacities of local actors.
