Abstract
El presente Trabajo de Suficiencia Profesional analiza la ejecución de un proyecto de inversión pública realizado bajo la modalidad de administración indirecta, en la Universidad Nacional Agraria La Molina. Durante el desarrollo de la obra, se identificaron deficiencias técnicas y de gestión, principalmente relacionadas con la falta de revisión del expediente técnico antes de la convocatoria, la limitada inversión por parte del contratista, y una deficiente planificación en campo. Estas condiciones generaron incompatibilidades al momento de ejecutar algunas partidas, lo que llevó a la solicitud de adicionales de obra y, como consecuencia, a ampliaciones de plazo. El avance físico alcanzado fue de apenas 67.52 %, y se aprobaron seis ampliaciones de plazo por un total de 225 días, ampliando el plazo contractual a 405 días calendario. El contratista, además, acumuló 62 días de mora luego del vencimiento del plazo contractual, alcanzando la penalidad máxima por mora establecida en la Ley de Contrataciones del Estado. Esto motivó la resolución del contrato por parte de la entidad. Posteriormente, el proyecto fue reactivado bajo el marco de la Ley N.º 31589, permitiendo ejecutar el saldo de obra con un nuevo contratista. A partir del análisis realizado, se concluye que el mayor impacto negativo fue el tiempo, agravado por decisiones internas del contratista y la falta de soluciones rápidas durante la ejecución. Finalmente, se proponen recomendaciones orientadas a mejorar la revisión de expedientes técnicos, fortalecer el control sobre los contratistas, aplicar soluciones a tiempo y asegurar que los saldos de obra reactivados estén bien planificados para garantizar su continuidad.
This Professional Proficiency Report analyzes the execution of a public investment project carried out under the indirect administration modality.in the Universidad Nacional Agraria La Molina. During the development of the project, several technical and management deficiencies were identified, mainly related to the lack of a thorough review of the technical file prior to the bidding process, limited investment by the contractor, and poor on-site planning. These issues led to incompatibilities during the execution of certain project items, resulting in the need for additional works and, consequently, extensions of the contractual deadline. The physical progress reached was only 67.52%, and six time extensions were approved, totaling 225 calendar days and increasing the overall contractual term to 405 days. Furthermore, the contractor incurred 62 days of delay after the deadline, reaching the maximum penalty for delay as established by the Peruvian Public Procurement Law. This situation led the entity to terminate the contract. Subsequently, the project was reactivated under the framework of Law No. 31589, allowing the remaining works to be executed by a new contractor. Based on the analysis, it is concluded that time was the most significant negative factor, worsened by internal decisions made by the contractor and the lack of timely corrective actions during execution. Finally, recommendations are provided to improve the review of technical documents prior to bidding, strengthen contractor oversight, apply timely solutions during execution, and ensure that reactivated project balances are well-planned to guarantee continuity and proper closure.
