Evaluación del incentivo reconocimiento a la ejecución de inversiones como una herramienta de crecimiento del gasto público, 2019 - 2021

Abstract

En el 2019 se creó el incentivo presupuestario Reconocimiento a la Ejecución de Inversiones (REI) a favor de los Gobiernos Regionales y Gobiernos Locales, mediante Resolución Directoral de la Dirección General de Presupuesto Público. Esta investigación tuvo como objetivo evaluar el impacto del incentivo presupuestario Reconocimiento a la Ejecución de Inversiones sobre la ejecución del gasto de inversión de los GR y GL en el periodo 2019-2021. El trabajo se realizó en el MEF, específicamente en la Dirección General de Presupuesto Público, donde se evaluó la información financiera del gasto público en inversiones a través del incentivo presupuestario REI. Metodologicamente el estudio fue un diseño no experimental, transversal y descriptivo. Se concluyó que el impacto del incentivo presupuestario sobre la ejecución del gasto de inversión de los GR y GL en el periodo 2019-2021 fue positivo, teniendo en cuenta la evolución del avance porcentual de ejecución de gasto público en los años donde se ejecutó el REI, fomentando así el crecimiento de la inversión pública a lo largo del tiempo.

In 2019, the budget incentive Recognition of Investment Execution (REI) was created in favor of Regional Governments and Local Governments, with the conditions established through a Directorial Resolution of the General Directorate of Public Budget. That is why this research aimed to evaluate the impact of the budgetary incentive Recognition of Investment Execution on the execution of investment expenditure of the RGs and LGs in the period 2019-2021. The work was carried out in the MEF, specifically in the General Directorate of Public Budget, where the financial information of public spending on investments through the budgetary incentive REI. Methodologically, the work was a non-experimental, cross-sectional and descriptive design. It was concluded that impact of the budget incentive on the execution of investment expenditure of the GR and GL in the period 2019-2021 was positive, taking into account the evolution of the percentage progress in the execution of public spending in the years in which the REI was executed, thus promoting the growth of public investment over time.
