Evaluación de la eficiencia de las transferencias financieras del OTASS para inversiones en EPS entre 2017 y 2021

Abstract

El trabajo analiza cómo se ejecutaron las transferencias financieras que el OTASS destinó a distintas EPS del país entre los años 2017 y 2021, específicamente para financiar proyectos de inversión e IOARR. El estudio buscó conocer no solo cuánto avanzaron estas intervenciones en términos físicos y financieros, sino también qué condiciones internas y externas explicaron los retrasos o dificultades observadas. Para ello se recurrió a información pública y oficial proveniente del MEF, del Sistema de Seguimiento de Inversiones y del Sistema O-Transfer, tomando como referencia indicadores sectoriales que permiten comparar el desempeño de las EPS. A partir del procesamiento de los datos se identificó que, aunque se asignaron más de S/ 149 millones para 117 inversiones, la ejecución efectiva al cierre de 2024 alcanzó alrededor de dos tercios del total, quedando una proporción relevante sin utilizar. Además, solo una fracción menor de las intervenciones logró cerrarse formalmente, mientras que la mayoría presentó demoras respecto a los plazos fijados en sus propias fichas técnicas. En el análisis de los factores asociados al desempeño se evidenció que las EPS con mayores dificultades fueron, en general, aquellas en situación de RAT, con menor tamaño institucional y con indicadores operativos más débiles, como altos niveles de agua no facturada o baja continuidad del servicio. Los resultados muestran que la eficiencia no dependió únicamente de la disponibilidad de recursos, sino también de la capacidad de gestión, la organización interna y las condiciones del entorno en el que operan las empresas prestadoras. A partir de estos hallazgos se concluye que es necesario fortalecer los procesos de asistencia técnica y seguimiento, así como mejorar las condiciones institucionales que permitan que las transferencias del OTASS se traduzcan en inversiones oportunas y efectivas.

This study analyzes the execution of financial transfers allocated by the Technical Organization for the Administration of Sanitation Services (OTASS) to Water and Sanitation Service Providers across Peru between 2017 and 2021, specifically for financing public investment projects and Optimized Investments for Replacement, Expansion, Rehabilitation and Improvement. The research aimed not only to assess the level of physical and financial progress achieved by these interventions, but also to identify the internal and external factors that explain the delays and execution difficulties observed. The analysis was based on official and publicly available information obtained from the Ministry of Economy and Finance, the Investment Monitoring System, and the O-Transfer System, using sectoral indicators that allow for comparative assessment of EPS performance. The results show that, although more than PEN 149 million were allocated to 117 investments, effective execution as of the end of 2024 reached approximately two thirds of the total transferred amount, leaving a significant proportion unexecuted. In addition, only a limited number of interventions were formally completed, while most experienced delays relative to the timelines established in their technical files. The assessment of performance-related factors indicates that the EPS facing the greatest difficulties were generally those under the Transitory Support Regime, smaller in institutional size, and characterized by weaker operational indicators, such as high levels of non-revenue water and low service continuity. The findings demonstrate that efficiency was not determined solely by the availability of financial resources, but also by managerial capacity, internal organization, and the operating environment in which service providers function. Based on these results, the study concludes that strengthening technical assistance and monitoring processes, as well as improving institutional conditions, is essential to ensure that OTASS transfers are translated into timely and effective public investments.
