Mejorando el cumplimiento de los logros esperados en OSINFOR a traves de sus instrumentos de planificación

Abstract

El presente Trabajo de Suficiencia Profesional tiene por objetivo analizar la articulación de los instrumentos de planificación y presupuesto del OSINFOR, con la finalidad de evaluar el cumplimiento de los resultados misionales en el periodo 2020-2023; siendo los objetivos específicos 1) analizar los resultados misionales del OSINFOR, en relación con la ejecución de los indicadores del PEI para el periodo 2020-2023, 2) analizar los resultados misionales del OSINFOR a través del cumplimiento de ejecución de las actividades operativas del POI para el periodo 2020-2023, y 3) comparar los resultados misionales del PEI y POI del OSINFOR para el periodo 2020-2023. En ese sentido este trabajo se tipifica como un estudio no experimental transversal, sin uso de muestreo estadístico. Se desarrolla un proceso secuencial de tres etapas; primero se analiza los resultados misionales del OSINFOR en función del Plan Estratégico Institucional (PEI), los cuales corresponden a los resultados de los indicadores de las actividades de supervisión y fiscalización; luego se analiza los resultados misionales del OSINFOR en función del Plan Operativo Institucional (POI), los cuales corresponden a las Actividades Operativas que están vinculados a las actividades de supervisión y fiscalización; y finaliza haciendo un análisis comparativo de los resultados misionales del PEI y POI para el periodo 2020-2023. El análisis determinó que los resultados medidos a través de sus instrumentos de planificación PEI y POI tienen una tendencia positiva para el periodo de análisis evidenciando el cumplimiento de sus objetivos institucionales. Por último, concluye que, para el logro de los objetivos institucionales, es necesario la articulación directa de sus instrumentos de planificación, lo cual garantiza el cumplimiento de la misión institucional.The objective of this Professional Sufficiency Work is to analyze the articulation of the planning and budget instruments of OSINFOR; The specific objectives being 1) analyze the missionary results of OSINFOR, in relation to the execution of the PEI indicators for the period 2020-2023, 2) analyze the missionary results of OSINFOR through compliance with the execution of the operational activities of the POI for the period 2020-2023, and 3) compare the missionary results of the PEI and POI of OSINFOR for the period 2020- 2023. In that sense, this work is classified as a non-experimental cross-sectional study, without the use of statistical sampling. A three-stage sequential process is developed; First, the missionary results of OSINFOR are analyzed based on the Institutional Strategic Plan (PEI), which correspond to the results of the indicators of the supervision and inspection activities; Then the missionary results of OSINFOR are analyzed based on the Institutional Operational Plan (POI), which correspond to the Operational Activities that are linked to the supervision and inspection activities; and ends by making a comparative analysis of the missionary results of the PEI and POI for the period 2020-2023. The analysis determined that the results measured through its PEI and POI planning instruments have a positive trend for the period of analysis, evidencing the fulfillment of its institutional objectives. Finally, it concludes that, to achieve institutional objectives, the direct articulation of its planning instruments is necessary, which guarantees compliance with the institutional mission.
