dc.description.abstractLa investigación busca evaluar las características del tráfico ilegal de productos forestales maderables en San Martín, 2019 – 2024. Los objetivos específicos son: i) identificar la influencia de la especie y género en el volumen traficado, ii) identificar los puestos de control con mayor intensidad de tráfico, iii) describir las modalidades utilizadas, iv) examinar los patrones temporales que muestra el tráfico ilegal y v) plantear acciones que contribuyan a mejorar el control forestal dirigidas a las autoridades forestales competentes. La información se recopiló mediante solicitudes en el portal de transparencia del Gobierno Regional, enfatizada en las actas de intervención e internamiento del producto incautado con resolución firme. El análisis de los ítems i), ii) y iii) se realizó mediante un DCA, prueba Kruskal-Wallis y post hoc. Para el ítem iv) se realizó una serie de tiempo del volumen mensual incautado utilizando la metodología Box-Jenkins. En cuanto a los principales resultados, el 80,9% del volumen total incautado responde a un grupo minoritario de 12 géneros (25%), y de estos, existe una tendencia por Cedrelinga cateniformis, Cedrela y Ceiba, abarcando el 47.3% del volumen incautado. Asimismo, mediante la prueba Kruskal–Wallis se determinó que no existe evidencia significativa para afirmar que volumen traficado difiere entre los puestos de control; pues debido a la naturaleza del PAS y la alta variabilidad de los datos todos los puestos presentan niveles estadísticamente similares de tráfico. Además, modalidad más utilizada para traficar producto forestal fue el transporte terrestre en camión de categoría N3 sin GTF, abarcando el 29%. Finalmente, el análisis de la serie de tiempo muestra que el tráfico ilegal no presenta una tendencia ascendente, tal como se planteó en la H0. En cambio, según el modelo ARIMA (0,1,1) la serie presenta variaciones abruptas entre meses consecutivos, asociadas a la dependencia del comportamiento del mes previo.
dc.description.abstractThe study aims to evaluate the characteristics of illegal trafficking of timber forest products in San Martín from 2019 to 2024. The specific objectives are: (i) to identify the influence of species and genus on the trafficked volume, (ii) to determine the control checkpoints with the highest traffic intensity, (iii) to describe the trafficking modalities used, (iv) to examine the temporal patterns of illegal trafficking, and (v) to propose actions to improve forest control directed at the relevant authorities. Data were collected through requests submitted via the Regional Government’s transparency portal, focusing on official intervention and confiscation records of seized products with final resolutions. The analysis of objectives (i), (ii), and (iii) was conducted using a completely randomized design (CRD), the Kruskal–Wallis test, and post hoc analysis. For objective (iv), a time series analysis of the monthly seized volume was performed using the Box–Jenkins methodology. The main results indicate that 80.9% of the total seized volume corresponds to a minority group of 12 genera (25%). Among these, a clear predominance of Cedrelinga cateniformis, Cedrela, and Ceiba was observed, accounting for 47.3% of the seized volume. Furthermore, the Kruskal–Wallis test showed no significant evidence to support differences in trafficked volume among control checkpoints; due to the nature of administrative sanctioning procedures and the high variability of the data, all checkpoints exhibit statistically similar levels of trafficking. Additionally, the most common trafficking modality was land transport using N3 category trucks without a Forest Transport Permit (GTF), representing 29% of cases. Finally, the time series analysis revealed that illegal trafficking does not show an increasing trend, contrary to the null hypothesis. Instead, according to the ARIMA (0,1,1) model, the series presents abrupt variations between consecutive months, associated with dependence on the previous month’s behavior.
