Aplicación de mecanismos económicos y financieros diferentes a los del tesoro público, para la implementación y óptima operatividad del sistema de búsqueda y salvamento (SAR) en la FAP

Abstract

La investigación es importancia para la FAP, ya que permitiría comprobar la factibilidad de poder mantener el Sistema SAR en óptimas condiciones con fondos diferentes a los del Tesoro Público y en el caso de aplicarse, aumentaría sustantivamente la capacidad operacional del mencionado Instituto. A su vez y en el caso de ponerse en ejecución el resultado, permitiría que la FAP cumpliera eficientemente con uno de los roles asignados de acuerdo a la Constitución y Convenios Internacionales. Investigando en Internet, se logró buscar información de como se encuentran, algunos países vecinos a nivel América del Sur, con respecto a su Sistema SAR, en algunos casos se aprecio que se encuentran bien implementados y capacitados como es el caso de Chile y otros se encuentran igual o inferior a nosotros, como Bolivia, Venezuela y Argentina. Asimismo, se investigo dentro de la institución a través de recopilación de información, encuestas y entrevistas, para ver como y en que condiciones se encontraba nuestro Sistema SAR (Personal y material), hallando una diversidad de factores como problemáticas que son el caso del estudio de investigación. El estudio tiene por objeto, crear un mecanismo económico y financiero que no afecte al tesoro público y que permita realizar las Operaciones de Búsqueda, Rescate y Salvamento Aeronáutico (SAR) con éxito, cuando la situación de una emergencia lo amerite, proponiendo aplicar el impuesto SAR al pasaje aéreo interno de un Dólar Americano ($ 1.00) para que posteriormente sea entregado al Sistema SAR para su implementación. Las conclusiones a que llega la investigación son: (1) la implementación y óptima operatividad del Sistema SAR, permitiría recuperar la capacitación operativa a través de los ejercicios a nivel nacional e internacional, (2) dar una instrucción y capacitación al personal, como mínimo con un presupuesto inicial anual de $1,660,124.80. Por ello se recomienda y propone el Proyecto de ley, como un mecanismo económico diferente a los del tesoro público

The investigation is importance for the FAP, since it would allow checking the feasibility of being able to maintain the System SAR under good conditions with funds different to those of the Public Treasure and in the case of being applied, substantively would increase the operational capacity of the mentioned Institute. In turn and in the case of putting on in execution the result, it would allow that the FAP fulfilled one of the lists assigned according to the Constitution and International Agreements efficiently. Investigating in Internet, it was possible to look for information of like they are, some neighboring countries at level America of the South, with regard to their System SAR, in some cases you appreciation that they are well implemented and qualified as it is the case of Chile and other they are same or inferior to us, as Bolivia, Venezuela and Argentina. Also, one investigates inside the institution through summary of information, surveys and interviews, to see as and in that condition was our System SAR (Personal and material), finding a diversity of factors like problems that are the case of the investigation study. The study has for object, to create an economic and financial mechanism that doesn't affect to the public treasure and that allows to carry out the Operations of Search and Rescue (SAR) with success, when the situation of an emergency merits, intending to apply the tax SAR to the passage air intern of an American Dollar ($1.00) so that later on it is given to the System SAR for its implementation. The conclusions that the investigation reaches are: (1) the implementation and good operability of the System SAR, will allow to recover the operative training through exercises at national and international level, (2) to give an instruction and training to the personnel, as minimum with an annual initial budget of $1,660,124.80. For it is recommended and proposes the Law Project, as an economic mechanism different to those of the treasure public
