Programa nacional para la reducción de la vulnerabilidad de los productores agrarios altoandinos

Abstract

El presente Trabajo de Suficiencia Profesional describe y analiza las intervenciones del Estado peruano para reducir la vulnerabilidad de los productores agrarios altoandinos ante eventos climáticos adversos, en el marco del Programa Presupuestal 0068 – PREVAED y los planes multisectoriales ante heladas, lluvias intensas e incendios forestales (2022-2025). La metodología es descriptivo-analítica de tipo cualitativo, basada en la revisión documental de normativa oficial e informes técnicos de organismos nacionales (INDECI, CENEPRED, SENAMHI, MIDAGRI, AGRO RURAL) e internacionales (FAO, UNDRR). Los resultados muestran que las intervenciones beneficiaron a más de 69 000 familias en 2024 y a 56 651 en 2025, mediante la entrega de insumos agropecuarios y la implementación de cobertizos y fitotoldos en 15 departamentos, con una ejecución presupuestal superior a S/ 89 millones. Sin embargo, persisten limitaciones estructurales: brechas en los padrones de productores, restricciones presupuestarias, dificultades de coordinación interinstitucional y barreras geográficas en las comunidades más remotas. Se concluye que, si bien el Estado ha avanzado en la construcción de un marco institucional alineado con el Marco de Sendai 2015-2030, subsisten desafíos que limitan la eficiencia y sostenibilidad de las intervenciones. A partir de la experiencia desarrollada, se identificaron buenas prácticas en la implementación anticipada de intervenciones y en la participación comunitaria, así como desafíos pendientes en la articulación territorial y la sostenibilidad de las inversiones.

This Professional Competency Project describes and analyses the interventions of the Peruvian State to reduce the vulnerability of high-Andean agricultural producers to adverse climatic events, within the framework of Budget Program 0068 – PREVAED and the multisectoral plans for frost, heavy rains, and forest fires (2022-2025). The methodology is descriptive-analytical and qualitative, based on a review of official regulations and technical reports from national (INDECI, CENEPRED, SENAMHI, MIDAGRI, AGRO RURAL) and international (FAO, UNDRR) agencies. The results show that the interventions benefited more than 69,000 families in 2024 and 56,651 in 2025, through the provision of agricultural inputs and the construction of shelters and greenhouses in 15 departments, with a budget execution exceeding S/ 89 million. However, structural limitations persist: gaps in producer registries, budget constraints, difficulties in inter-institutional coordination, and geographical barriers in the most remote communities. It is concluded that, while the State has made progress in building an institutional framework aligned with the Sendai Framework 2015-2030, challenges remain that limit the efficiency and sustainability of interventions. Based on the experience developed, good practices were identified in the early implementation of interventions and in community participation, as well as pending challenges in territorial articulation and the sustainability of investments.
