Abstract
La investigación tuvo como objetivo proponer mejoras en el proceso de documentación del Programa Agro Rural, implementado bajo el modelo de Núcleo Ejecutor en la región de Huancavelica, con el propósito de optimizar la gestión administrativa y técnica de los proyectos. El diagnóstico inicial evidenció un sistema ineficiente caracterizado por tiempos de gestión excesivos (7 a 15 días), más del 30 % de errores en los trámites, costos elevados derivados del uso intensivo de papel y transporte, y una limitada trazabilidad de la información. Estas condiciones reflejaron una alta dependencia de procesos manuales, generando duplicidad, retrabajos y demoras innecesarias. Para el análisis y rediseño se aplicó la metodología de Mapa de la Cadena de Valor (VSM), que permitió identificar cuellos de botella y actividades sin valor agregado. Asimismo, a partir de los indicadores obtenidos, se planteó como propuesta la organización de sesiones de Ingeniería Integrada Concurrente (ICE) para integrar visiones multidisciplinarias y validar futuras mejoras en un entorno colaborativo. Entre las acciones priorizadas se propusieron la digitalización progresiva de trámites, la firma electrónica, la estandarización de formatos y la implementación de una plataforma única de gestión documentaria. Con la propuesta de un Sistema Digital Integrado de Gestión Documentaria, acompañado de mecanismos de capacitación, trazabilidad y control automatizado, se estimó la reducción de tiempos de trámite de 7–15 días a 1–3 días (70 % menos), la disminución en un 66 % de los errores documentarios y en un 60 % de los costos operativos, además de la eliminación casi total de duplicidad y retrabajos. En conclusión, la investigación demuestra que es factible transformar un proceso tradicional en una herramienta estratégica que fortalece la eficiencia, transparencia y sostenibilidad institucional en contextos rurales, consolidando un modelo de gestión administrativa más ágil y confiable para la ejecución de proyectos en los Núcleos Ejecutores.
The research aimed to propose improvements to the documentation process for the Agro Rural Program, implemented under the Executing Core model in the Huancavelica region, to optimize the administrative and technical management of projects. The initial diagnosis revealed an inefficient system characterized by excessive processing times (7 to 15 days), more than 30% of procedural errors, high costs due to the intensive use of paper and transportation, and limited information traceability. These conditions reflected a strong dependence on manual processes, generating duplication, rework, and unnecessary delays. For the analysis and redesign, the Value Stream Mapping (VSM) methodology was applied, which allowed the identification of bottlenecks and non-value-added activities. Based on the identified indicators, the organization of Integrated Concurrent Engineering (ICE) sessions was proposed as a future improvement strategy to integrate multidisciplinary perspectives and validate collaborative solutions. Priority actions included progressive digitization of procedures, electronic signatures, standardized formats, and the implementation of a unified document management platform. The proposed Integrated Digital Document Management System, supported by training, traceability, and automated control, is expected to reduce processing times from 7–15 days to 1–3 days (70% reduction), decrease documentary errors by 66%, and lower operating costs by 60%, while almost eliminating duplication and rework. In conclusion, the research demonstrates that it is feasible to transform a traditional process into a strategic tool that strengthens institutional efficiency, transparency, and sustainability in rural contexts, consolidating a more agile and reliable administrative management model for project implementation within the Executing Cores..
