Abstract
La presente investigación tiene como propósito analizar la competitividad de la oferta exportable de quinua blanca perlada proveniente de la región Puno con destino al mercado italiano durante el periodo 2012-2021, en comparación con las propuestas de Bolivia y Ecuador. El interés de llevar a cabo esta investigación surge a raíz de la observación de un notorio incremento en las exportaciones de quinua blanca perlada peruana hacia el mercado italiano, especialmente a partir del año 2020. La metodología empleada incluyó la realización de entrevistas a 27 productores de quinua blanca perlada en la región de Puno, así como un análisis estadístico comparativo de indicadores comerciales, tales como la ventaja comparativa revelada y los índices de eficiencia y posicionamiento de los principales productores en Latinoamérica (Perú, Bolivia y Ecuador). Los resultados obtenidos revelaron que la oferta exportable de quinua blanca perlada proveniente de Perú es altamente competitiva en comparación con la de Bolivia y Ecuador, en términos de eficiencia y posicionamiento. No obstante, se identificaron condiciones de producción que requieren un mayor apoyo por parte del Estado y otras instituciones, con el fin de optimizar los recursos y brindar soluciones innovadoras que sostengan la posición competitiva del Perú en este cultivo. Se concluyó que un mayor acceso a crédito y apoyo al crecimiento de las áreas de cultivo generarían un impacto positivo en la producción de quinua blanca perlada, abordando así los problemas mencionados por los propios productores, como plagas, sequías, falta de tecnología y capacidades gerenciales, entre otros.
This research aims to analyze the competitiveness of the exportable supply of white quinoa from the Puno region to the Italian market during the period 2012-2021, in comparison with Bolivia and Ecuador. The interest in conducting this research arises from the observation of a notable increase in Peruvian quinoa exports to the Italian market, particularly since 2020. The methodology employed included interviews with 27 quinoa producers in the Puno region, as well as a comparative statistical analysis of commercial indicators, such as revealed comparative advantage and efficiency and positioning indices of the main producers in Latin America (Peru, Bolivia, and Ecuador). The results obtained revealed that the exportable supply of quinoa from Peru is highly competitive compared to that of Bolivia and Ecuador in terms of efficiency and positioning. However, production conditions requiring greater support from the government and other institutions were identified to optimize resources and provide innovative solutions that sustain Peru's competitive position in this crop. It is concluded that increased access to credit and support for the growth of cultivation areas would have a positive impact on quinoa production, addressing issues raised by producers themselves, such as pests, droughts, lack of technology, and managerial capacities, among others.
