Abstract
El presente Trabajo de Suficiencia Profesional tuvo como finalidad analizar la ejecución de las inversiones de siembra y cosecha de agua realizadas en la Región Apurimac durante el año 2022 por la Unidad Ejecutora de Inversiones Fondo Sierra Azul (UEFSA), bajo la modalidad de Administración Directa. El estudio se centró en tres objetivos específicos, identificar las causales de retrasos y paralizaciones de obra, contrastar el avance físico programado y ejecutado mediante curvas S; y analizar la brecha entre el presupuesto programado y el gasto ejecutado a nivel de inversión. En base a ello de las cinco inversiones que contienen 47 activos ejecutados en la región se seleccionó 10 activos representativos, considerando aquellos con mayor número de días de retraso. La metodología aplicada consistió en la recopilación y análisis de la información técnica y financiera de los sistemas INFOBRAS, Consulta Amigable y el Sistema de Seguimiento de Inversiones (SSI) del Ministerio de Economía y Finanzas, así como de cuadernos de obra y expedientes técnicos. Del análisis se identificaron factores recurrentes de retraso como condiciones climáticas adversas, deficiencias logísticas para la disponibilidad de insumos y renuncia del personal. Las curvas S de avance físico evidenciaron desfases entre lo programado y lo realmente ejecutado. A nivel financiero, se detectaron gastos ejecutados menores a los presupuestos aprobados. Se recomienda mejorar la eficiencia en la ejecución de las inversiones con planificación, gestión eficiente de recursos para la disponibilidad oportuna de los insumos necesarios para la ejecución, disminuyendo los eventos críticos habituales en obras ejecutadas a nivel de cabeceras de cuenca.
The purpose of this Professional Sufficiency Study was to analyze the execution of investments in planting and water harvesting carried out in the Apurimac Region during the year 2022 by the Investment Executing Unit of the Sierra Azul Fund (UEFSA), under the Direct Administration modality. The study focused on three specific objectives: to identify the causes of delays and stoppages of works, to contrast the programmed and executed physical progress through S-curves; and to analyze the gap between the programmed budget and the executed expenditure at investment level. Based on this, from the five investment projects comprising 47 executed assets in the region, 10 representative assets were selected, considering those with the highest number of delay days. The methodology applied consisted of compiling and analyzing technical and financial information from the INFOBRAS, Consulta Amigable and the Investment Tracking System (SSI) of the Ministry of Economy and Finance, as well as from construction logbooks and technical files. The analysis identified recurrent delay factors such as adverse weather conditions, logistical deficiencies in the availability of inputs, and staff resignation. The physical progress S-curves showed gaps between what was programmed and what was actually executed. At the financial level, there were expenditures executed below the approved budgets. It is recommended to improve efficiency in the execution of investments with planning, efficient management of resources for the timely availability of the necessary inputs for execution, reducing the usual critical events in works executed at the headwaters of the basin.
