Abstract
El concepto de vivienda social se encuentra íntimamente relacionado a los esfuerzos que realice un Gobierno para acercar a su población hacia la satisfacción del derecho a la vivienda. En esa línea, de la experiencia mexicana se puede desprender lo señalado por el Arquitecto Javier Sánchez (2012), quien redactó que el concepto de vivienda social se relaciona a un espacio con características de menor calidad y habitabilidad. En el Perú, se reconoce como vivienda social a un lote de terreno que cuente con los servicios básicos que permitan su habitabilidad y el desarrollo de las actividades de sus habitantes. Es así como se implementaron programas gubernamentales que trabajan por la mejora de las condiciones de la vivienda. En el año 1998, con el objetivo de promover el acceso a la vivienda se creó el Fondo Mivivienda S.A., institución que desde el año 2002 administra el Programa Techo Propio, el cual surgió con el objetivo de brindar una solución habitacional a la población de menores recursos a través del otorgamiento del Bono Familiar Habitacional, el cual es un subsidio no reembolsable que puede ser destinado a la adquisición, construcción o mejoramiento de una vivienda. Ante dicho contexto, el presente trabajo se planteó abordar los alcances de los programas sociales en materia de vivienda desarrollados en el Perú y explorar a mayor detalle el impacto del Programa Techo Propio en el distrito de Comas. Asimismo, mediante el análisis de la información primaria recabada, se identificó el impacto del Programa en la calidad de vida de los beneficiarios y se plantearon propuestas de mejora para el Programa como el brindar la capacitación del personal que ofrece atención a las familias interesadas y el ampliar la oferta de departamentos de menor metraje para personas solas o parejas sin hijos, por otro lado en el apartado de conclusiones se destacó el reconocer la Zona de Lima Norte como un eje fundamental para el desarrollo del Programa y el distrito de Comas como aquel que cuenta con proyectos de vivienda representativos para la población interesada.
The concept of social housing is closely related to the efforts made by a Government to bring its population closer to the satisfaction of the right to housing. In this line, from the Mexican experience, what was pointed out by the Architect Javier Sánchez (2012) can be inferred, who writes that the concept of social housing is related to a space with characteristics of lower quality and habitability. In Peru, social housing is recognized as a plot of land that has the basic services that allow its habitability and the development of the activities of its inhabitants. This is how government programs were implemented that work to improve housing conditions. Along these lines, in 1998, with the aim of promoting access to housing, the Fondo Mivivienda S.A. was created, which since 2002 manages the Techo Propio Program, which emerged with the aim of providing a housing solution to the population of minors. resources through the granting of the Family Housing Bonus, which is a non-reimbursable subsidy that can be used for the acquisition, construction or improvement of a home. Given this context, this paper aimed to address the scope of social programs in housing developed in Peru and explore in greater detail the impact of the Techo Propio Program in the district of Comas. Likewise, through the analysis of the primary information collected, the impact of the Program on the quality of life of the beneficiaries was identified and improvement proposals were made for the Program, such as providing training for the personnel who offer care to interested families and expanding the offer of smaller apartments for single people or couples without children, on the other hand, in the conclusions section, it was highlighted the recognition of the North Lima Zone as a fundamental axis for the development of the Program and the district of Comas as the one that has with representative housing projects for the interested population.
