Abstract
El trabajo tuvo como objetivo describir y analizar, desde una perspectiva práctica, los requisitos regulatorios y el proceso de registro de plaguicidas químicos de uso agrícola en el Perú, conforme a la normativa vigente, principalmente el D.S. N° 001-2015-MINAGRI y el Manual Técnico Andino. La metodología empleada se basó en la experiencia profesional desarrollada en el área de asuntos regulatorios. Como parte del trabajo, se describieron las etapas previas al registro de plaguicidas, así como la elaboración del expediente técnico del ingrediente activo grado técnico y del producto formulado, tomando como referencia el caso del Hymexazol. Asimismo, se desarrolló un caso práctico de modificación de registro mediante adición de uso, permitiendo identificar que la evaluación regulatoria considera no solo la dosis por aplicación, sino también la exposición anual total del ingrediente, especialmente cuando existen incrementos en el número de aplicaciones por campaña. Entre los principales resultados, se identificó que el proceso de registro involucra aspectos agronómicos, toxicológicos y ambientales que requieren un adecuado sustento técnico y documental. Finalmente, se concluyó que el sistema regulatorio peruano ha fortalecido progresivamente sus criterios técnicos y ambientales; sin embargo, aún existen oportunidades de mejora relacionadas con algunos criterios técnicos, monitoreos ambientales y tiempos de evaluación de los procedimientos administrativos.
The work aimed to describe and analyze, from a practical perspective, the regulatory requirements and the registration process of chemical pesticides for agricultural use in Peru, in accordance with current regulations, mainly D.S. No. 001-2015-MINAGRI and the Andean Technical Manual. The methodology employed was based on professional experience developed in the area of regulatory affairs. As part of this work, the stages prior to pesticide registration were described, as well as the preparation of the technical dossier for the technical-grade active ingredient and the formulated product, using Hymexazol as a case study. A practical case of registration modification through the addition of a use was also developed, revealing that the regulatory evaluation considers not only the dose per application but also the total annual exposure to the ingredient, especially when there are increases in the number of applications per season. Among the main findings, it was identified that the registration process involves agronomic, toxicological, and environmental aspects that require adequate technical and documentary support. Finally, it was concluded that the Peruvian regulatory system has progressively strengthened its technical and environmental criteria; however, opportunities for improvement still exist related to some technical criteria, environmental monitoring, and the evaluation times for administrative procedures.
