Abstract
El presente trabajo analiza las contribuciones del Comité de Madera e Industrias de la Madera de ADEX al fortalecimiento de la Mesa Ejecutiva para el Desarrollo Forestal entre 2020 y 2024, enfocándose en su rol de articulación público-privada, mejora normativa y representación gremial. Mediante una metodología cualitativa basada en entrevistas a cinco empresas exportadoras, revisión documental y análisis de dos casos técnicos, se evidencia que el Comité fue clave en la implementación de regulaciones como la inclusión del Shihuahuaco en el Apéndice II de la CITES y la propuesta de registro de centros de transformación secundaria de la madera y otras disposiciones. Se destacó su participación en seis sesiones del Grupo Técnico del Plan de Acción para la adecuada implementación de la inclusión del Shihuahuaco y Tahuarí, donde promovió mejoras metodológicas y normativas para mitigar el impacto en las exportaciones. En paralelo, contribuyó a la mejora normativa de la RM N.º 196-2023-PRODUCE, para reducir cargas operativas y controversias fiscales. Todos los entrevistados coincidieron en que el Comité ha sido un canal efectivo de diálogo con el Estado, facilitando la reducción de barreras regulatorias y mejorando la competitividad. Además, identificaron al Coordinador Sectorial como un actor estratégico, resaltando su capacidad para interpretar las necesidades del sector y articular con eficacia frente a las autoridades forestales. Las empresas valoraron su presencia técnica y constante como un diferenciador en la efectividad del Comité, permitiendo que sus demandas sean traducidas en propuestas concretas. A pesar de estos logros, se identifican desafíos como la alta rotación de funcionarios, la débil institucionalización del sector y limitados incentivos a la formalización. En conclusión, el Comité y su Coordinador han demostrado ser elementos clave para la gobernanza forestal y la sostenibilidad del comercio exterior maderero en el Perú.
This paper analyzes the contributions of the ADEX Committee on Wood and Wood Industries to the strengthening of the Executive Board for Forestry Development between 2020 and 2024, focusing on its role of public-private articulation, regulatory improvement, and union representation. Through a qualitative methodology based on interviews with five exporting companies, documentary review and analysis of two technical cases, it is evident that the Committee was key in the implementation of regulations such as the inclusion of Shihuahuaco in Appendix II of CITES and the proposal for the registration of secondary wood processing centers and other provisions. His participation in six sessions of the Technical Group of the Action Plan for the proper implementation of the inclusion of Shihuahuaco and Tahuari was highlighted, where he promoted methodological and regulatory improvements to mitigate the impact on exports. In parallel, it contributed to the regulatory improvement of RM No. 196-2023-PRODUCE, to reduce operational burdens and tax controversies. All the interviewees agreed that the Committee has been an effective channel of dialogue with the State, facilitating the reduction of regulatory barriers and improving competitiveness. In addition, they identified the Sectoral Coordinator as a strategic actor, highlighting their ability to interpret the needs of the sector and coordinate effectively with the forestry authorities. The companies valued their technical and constant presence as a differentiator in the effectiveness of the Committee, allowing their demands to be translated into concrete proposals. Despite these achievements, challenges are identified such as the high turnover of officials, the weak institutionalization of the sector and limited incentives for formalization. In conclusion, the Committee and its Coordinator have proven to be key elements for forest governance and the sustainability of foreign timber trade in Peru.
