Abstract
El presente documento describe el trabajo de levantamiento catastral y de tasación del valor comercial de los predios rústicos del área de interés del proyecto, ubicado en el distrito de Majes, en la provincia de Caylloma en el departamento de Arequipa. La metodología implementó un enfoque mixto, combinando el levantamiento directo con equipos GNSS diferenciales (RTK) y el método indirecto mediante aplicación de la Fotogrametría con drones, gestionando el flujo de datos tanto de campo como de gabinete mediante uso de los aplicativos QGIS, QField y QFieldCloud para optimizar la eficiencia y precisión de los datos recolectados en campo. La tasación comercial basada en el Reglamento Nacional de Tasaciones, incluyó un estudio de mercado para establecer valores comerciales en cinco zonas homogéneas. Como resultados, se logró el catastro de 487 predios lo cual equivale a una superficie de 536.56 ha, así mismo se determinó el valor comercial del total de predios por tasación en S/.138,966,630.01 (Ciento treinta y ocho millones novecientos sesenta y seis mil seiscientos treinta soles con 01/100), considerando el valor del terreno, las existencias y el lucro cesante. Cabe indicar que la Zona Rural es el área de mayor valor económico. Finalmente, la metodología empleada permitió generar una base de datos técnico-económica fundamental para el proceso de adquisición de tierras, a la vez se pudo evidenciar en este caso la alta informalidad de la tenencia de la tierra como un factor crítico a gestionar.
This document describes the cadastral survey and appraisal of the commercial value of rural properties in the project's area of interest, located in the Majes district, in the province of Caylloma, in the department of Arequipa. The methodology implemented a mixed approach, combining direct surveying with differential GNSS (RTK) equipment and the indirect method through the application of photogrammetry with drones, managing the flow of data from both the field and the office through the use of QGIS, QField, and QFieldCloud applications to optimize the efficiency and accuracy of the data collected in the field. The commercial appraisal, based on the National Appraisal Regulations, included a market study to establish commercial values in five homogeneous areas. As a result, 487 properties were registered, equivalent to a surface area of 536.56 hectares. The appraisal value of the total properties was determined at S/. 138,966,630.01 (One hundred thirty-eight million nine hundred sixty-six thousand six hundred thirty soles, with 0.100), considering the value of the land, inventories, and lost profits. It should be noted that the rural zone is the area of greatest economic value. Finally, the methodology employed allowed for the generation of a technical-economic database essential for the land acquisition process. In this case, the high level of informality in land tenure was also evident, as a critical factor to manage.
