Abstract
El presente trabajo tuvo como propósito presentar la experiencia profesional en el área de residuos de un organismo de certificación, llevando a cabo los procesos de investigación por presencia de sustancias químicas no permitidas en palta y quinua orgánica. Mediante la descripción del proceso de investigación para las principales normas orgánicas (USDA NOP, EU, RTPO), se presentó una propuesta de sistematización de este proceso, donde se identificaron puntos críticos recurrentes como la deficiencia en los sistemas de trazabilidad, demora en los tiempos de respuesta a las notificaciones, el deficiente sustento técnico de los descargos presentados por el operador, lo que conlleva a demora en los procesos de investigación, en desmedro de la imagen como país frente a los mercados internacionales. Asimismo, se propusieron medidas de control que contribuyan a reducir los casos de residuos, a la vez que se encuentren acorde a los nuevos requisitos de los marcos regulatorios internacionales, como son el Plan de Prevención de Fraude Orgánico y el Plan de medidas Precautorias, los cuales tuvieron que ser implementados por el operador con el fin de identificar puntos críticos dentro de la operación, tener medidas de mitigación de riesgos frente a escenarios de contaminación y contar con un plan de acción frente a posibles casos de detección de insumos prohibidos.
The purpose of this paper was to present the professional experience in the area of waste management of a certification body, carrying out investigation processes for the presence of prohibited chemical substances in organic avocado and quinoa. Through the description of the investigation process for the main organic standards (USDA-NOP, EU, RTPO), a proposal for systematizing this process was presented, identifying recurring critical points such as deficiencies in traceability systems, delays in response times to notifications, and insufficient technical support for the explanations provided by the operator, which leads to delays in the investigation processes, ultimately affecting the country's image in international markets. Similarly, control measures were proposed to help reduce cases of waste, while also aligning with the new requirements of international regulatory frameworks, such as the Organic Fraud Prevention Plan and the Precautionary Measures Plan, which had to be implemented by the operator in order to identify critical points within the operation, have risk mitigation measures in place against contamination scenarios, and have an action plan in case of detection of prohibited inputs.
