Abstract
El presente Trabajo de Suficiencia Profesional analiza la implementación y nivel de madurez de un sistema de Vigilancia Estratégica e Inteligencia Competitiva (VEIC) desarrollado dentro de una empresa del sector pesquero peruano. El estudio tiene como objetivo evaluar el grado de desarrollo organizacional de la unidad de vigilancia estratégica, así como su nivel de participación interna y contribución a la gestión de información estratégica dentro de la organización. La investigación se desarrolló a partir de un enfoque de carácter aplicado, mediante un estudio de caso, basado en la experiencia profesional de la autora durante el periodo 2022–2024, complementado con entrevistas al equipo responsable del sistema, entrevistas a usuarios estratégicos, análisis documental de los productos de vigilancia generados y encuestas a colaboradores de la organización. Los resultados evidencian que la empresa ha logrado establecer una unidad formal de vigilancia estratégica orientada al monitoreo del entorno tecnológico, competitivo, comercial y regulatorio del sector. Asimismo, se identificó que los principales productos generados corresponden a boletines informativos y reportes de análisis, los cuales contribuyen a la difusión de información estratégica dentro de la organización. No obstante, el análisis también evidenció oportunidades de mejora relacionadas con la continuidad operativa del sistema, la formalización de procesos metodológicos y el fortalecimiento de los mecanismos de difusión interna. A partir del modelo de madurez propuesto por Madureira et al. (2023), se concluye que el sistema VEIC presenta un nivel intermedio de desarrollo organizacional. Finalmente, se proponen lineamientos orientados a fortalecer la institucionalización del sistema, mejorar sus procesos metodológicos y ampliar su integración dentro de los procesos de toma de decisiones estratégicas.
This Professional Sufficiency Work analyzes the implementation and maturity level of a Strategic Surveillance and Competitive Intelligence (SSCI) system developed within a Peruvian fishing sector company. The objective of the study is to evaluate the level of organizational development of the strategic surveillance unit, as well as its level of internal participation and its contribution to the management of strategic information within the organization. The research was conducted using an applied approach through a case study, based on the author’s professional experience during the 2022–2024 period, complemented by interviews with the team responsible for the system, interviews with strategic users, documentary analysis of the surveillance products generated, and surveys administered to organizational collaborators. The results show that the company has established a formal strategic surveillance unit focused on monitoring the technological, competitive, commercial, and regulatory environment of the sector. Likewise, it was identified that the main products generated correspond to informational bulletins and analytical reports, which contribute to the dissemination of strategic information within the organization. However, the analysis also revealed opportunities for improvement related to the operational continuity of the system, the formalization of methodological processes, and the strengthening of internal dissemination mechanisms. Based on the maturity model proposed by Madureira et al. (2023), it is concluded that the SSCI system presents an intermediate level of organizational development. Finally, guidelines are proposed to strengthen the institutionalization of the system, improve its methodological processes, and expand its integration into strategic decision-making processes.
