Valoración económica del impacto por cambio de uso actual de la tierra y propuesta de implementación de la fase de identificación del ECA suelo Proyecto Central Hidroeléctrica Cheves

Abstract

El presente trabajo es una investigación no experimental desarrollada en coordinación con Statkraft, empresa internacional líder en energía hidráulica y de generación de energía renovable en Europa. En Perú cuenta con 9 centrales hidroeléctricas, la más representativa Central Hidroeléctrica Cheves. El objetivo principal fue analizar la estimación del valor económico del impacto ambiental por cambio de uso actual de la Tierra, contemplando la propuesta de implementación de la fase de identificación de los estándares de calidad ambiental (ECA) para suelo del Proyecto Central Hidroeléctrica Cheves. Los objetivos específicos fueron: estimar el valor económico del impacto ambiental por cambio de uso actual de la Tierra, considerando la propuesta de implementación de la fase de identificación de los estándares de calidad ambiental (ECA) para suelo y estimar el valor económico en el que incurre el Estado para garantizar que el titular cumpla con la normativa y sus compromisos ambientales respecto al componente suelo en su área de influencia directa durante todo el tiempo de vida útil del Proyecto Central Hidroeléctrica Cheves. La metodología consistió en la revisión de información de los instrumentos de gestión ambiental aprobados y vigentes del proyecto, generación de información de acuerdo al carácter técnico, basado en la interpretación y aplicación de normativa ambiental respecto a los Estándares de Calidad Ambiental (ECA) para Suelo, procedimiento técnico para elaboración de estudios especializados en servicios ecosistémicos y la Guía Valoración Económica del Patrimonio Natural. Las principales conclusiones obtenidas: la importancia de ubicar e implementar correctamente los niveles de fondo respecto a la fase de identificación del ECA para suelo; el análisis, de documentos técnicos especializados para la correcta identificación de los bienes y servicios ecosistémicos, que presenten una relación de oferta y demanda que genere bienestar social, y que pudiesen verse afectados por la implementación de proyectos en centrales hidroeléctricas; el detalle cualitativo y cuantitativo de dichas actividades en, la línea base social del instrumento de gestión ambiental desarrollado con fines de la certificación ambiental por parte del titular del proyecto.

The present work is a non-experimental research developed in coordination with Statkraft, international hydropower company and renewable energy generation company in Europe. In Peru, it has 9 hydroelectric plants, the most representative Cheves Hydroelectric Power. The main objective was to analyze the estimation of the economic value of the environmental impact due to a change in the Current Use of the Earth, contemplating the proposal for the implementation of the Identification Phase of the Environmental Quality Standards (ECA) for Soil of the Cheves Hydroelectric Project. The specific objectives were: to estimate the economic value of the Environmental Impact due to a change in the Current Use of the Earth, considering the proposal of implementation of the Identification Phase of the Environmental Quality Standards (ECA) for Soil and to estimate the economic value in which The State incurs to ensure that the owner complies with the regulations and their environmental commitments with respect to the soil component in their area of direct influence during the entire useful life of the Cheves Hydroelectric Central Project. The methodology used consisted in the review of information on the environmental management instruments approved and in force for the Project, generation of information according to the technical nature of this work, based on the interpretation and application of environmental regulations with respect to the Standards of Environmental Quality (ECA) for Soil, Technical Procedure for the preparation of specialized studies in ecosystem services and the Economic Valuation Guide of the Natural Heritage. The main conclusions obtained: to correctly implement the background levels with respect to the Phase of Identification of the ECA for Soil; the analysis of specialized technical documents for the correct identification of ecosystem goods and services that have a supply and demand relationship that generates social welfare, and that could be affected by the implementation of projects in hydroelectric plants; the necessary detail of said activities in the Social Baseline of the environmental management instrument generated for the purposes of environmental certification by the Project owner.
